Human Settlement Programme – Application Guide

The South African government knows that having a good home is a basic right. Because of this, they have the Human Settlement Programme to fix housing problems and help people live better lives.

This programme helps South Africans who qualify get homes they can afford, mostly by giving them money.

This money helps people buy or rent homes by making it cheaper. This helps those who don’t make a lot of money but would otherwise be unable to afford a place to live.

The Human Settlement Programme wants to do more than just give people a place to live. It also wants to build strong communities and help the country grow.

To Qualify, You Need To:

  • Be a South African citizen and at least 18 years old.
  • Be able to legally enter into an agreement.
  • Be married, living with a partner, or be single and supporting others financially.
  • Have a total monthly household income between R0 and R3,500.
  • Be buying your first home and receiving a government grant for the first time.
  • Single military veterans and older people without anyone depending on them can also apply.

To Complete Your Application, Please Provide The Following Documentation:

Certified copies of IDs (applicant and partner)

We require certified copies of valid government-issued identification documents for both the applicant and their partner (if applicable).
The copies must be certified as true copies of the originals by a qualified professional such as a notary public or a commissioner of oaths.

Birth certificates of children or dependants

If you have any children or other dependents, please submit certified copies of their birth certificates.
This documentation is required to verify their dependency status and can affect eligibility for certain benefits or considerations related to your application.

Proof of income or affidavit if unemployed

Please provide verifiable proof of your current income. This may include recent pay stubs, tax returns or official letters from your employer.
If you are currently unemployed – you must submit a notarized affidavit stating your unemployment status, the date of your last employment, and your efforts to seek new employment

Marriage/divorce/death certificate (if applicable)

Depending on your marital status, you may need to provide supporting documentation.
If you are married, a certified copy of your marriage certificate is required

Affidavit confirming no previous property ownership

You must submit a notarized affidavit confirming that you do not currently own and have never previously owned any real property, either individually or jointly with another person

Application Process:

  1. In-Person Application
    Apply at your local municipality or provincial Department of Human Settlements office. Collect and submit the application form with your documents.
  2. Online (for status checks only, not for new applications)
